Participatory Digital Governance and Youth Social Entrepreneurship EmpowermentThrough Community Innovation Labs in Urban Marginalized Communities

Abstract

Urban marginalized communities frequently experience structural exclusion from digital governance
systems, entrepreneurial ecosystems, and participatory policy-making processes despite rapid technological
transformation within contemporary cities. Youth populations in low-income urban settlements are
particularly vulnerable due to limited access to innovation infrastructure, inadequate digital competencies,
weak institutional representation, and restricted economic opportunities. This community service initiative
aimed to establish participatory Community Innovation Labs (CILs) as collaborative empowerment
platforms integrating digital governance literacy, youth social entrepreneurship development, and
community-based innovation practices. The program employed a community-based participatory research
and collaborative governance framework involving universities, municipal governments, civil society
organizations, local enterprises, and youth associations in the co-creation of digital and entrepreneurial
empowerment strategies. Implemented across four densely populated urban neighborhoods, the initiative
engaged 148 youth participants aged 18–29 through participatory workshops, innovation mentoring, civic
technology training, and social enterprise incubation programs. Empirical findings indicate significant
improvements in digital governance participation, entrepreneurial confidence, collaborative problem-solving
capacity, and community innovation engagement. The percentage of participants actively using municipal
digital services increased from 31% to 82%, while youth-led social enterprise initiatives expanded
substantially following institutional mentorship interventions. The study further demonstrates that
sustainable social innovation emerges when community participation, collaborative governance, and
localized digital empowerment are institutionally integrated within long-term participatory ecosystems. The
article contributes to community service scholarship by advancing a sustainable model connecting youth
empowerment, digital governance participation, social entrepreneurship, and urban resilience through participatory innovation infrastructures.
