Implementasi Peraturan Menteri Pendidikan, Kebudayaan, Riset, Dan Teknologi Nomor 30 Tahun 2021 Tentang Pencegahan Dan Penanganan Kekerasan Seksual Di Universitas Sultan Ageng Tirtayasa
Abstract
This study aims to assess the extent of the implementation of the Regulation of the Minister of Education, Culture, Research, and Technology Number 30 of 2021 concerning the Prevention and Handling of Sexual Violence at Sultan Ageng Tirtayasa University. Based on the theory of George Edward III's public policy approach which includes communication, resources, disposition, and bureaucratic structure, this study uses a descriptive method with a quantitative approach. The study population included 27,494 academicians and non-academicians, with a sample of 343 people selected using the Cluster Random Sampling technique. Data were collected through questionnaires, observations, interviews, and documentation, then analyzed using a one-sample t-test hypothesis test. The results showed that the implementation of the regulation was less than optimal, indicated by the calculated t value of -18.19 which is smaller than the t table of 1.649, with an achievement of only 65% of the minimum target of 75%. The main inhibiting factors are obstacles in communication, resources, disposition, and bureaucratic structure that have not been fully resolved.
