Digital Public Infrastructure and Inclusive Development: Comparative Governance Analysis of India and Estonia

Abstract

Digital public infrastructure has become a central instrument of contemporary governance reform, linking public administration, welfare delivery, financial inclusion, and state capacity. This article compares India and Estonia to examine how different institutional designs shape the developmental outcomes of digital governance. India represents a scale-oriented digital inclusion model centered on identity, payment, and welfare platforms, while Estonia represents an institutionalized digital state model grounded in interoperability, legal trust, and administrative integration. Drawing on comparative institutional governance analysis, the study evaluates how policy frameworks, institutional coordination, implementation mechanisms, and socio-economic conditions influence digital transformation. The findings indicate that digital public infrastructure improves public service delivery only when embedded in accountable governance arrangements, administrative capacity, data protection safeguards, and inclusion-oriented implementation systems. India demonstrates the developmental potential of digital scale, particularly in welfare transfers and financial inclusion, but faces persistent challenges of exclusion, uneven capacity, and data governance. Estonia demonstrates high institutional coherence and trust-based digital administration but operates within a smaller, more administratively consolidated context. The article contributes to integrated policy scholarship by arguing that digital governance is not merely a technological reform agenda but an institutional transformation process connecting state capacity, regulatory legitimacy, social inclusion, and developmental resilience.
